She was born in Kuwait and as a teenager was active in the Kuwait Formative Art Society. She studied in London, Cairo, and Dakar, Senegal. In 1974 al-Baqsami earned her master's degree in book illustration and design from the Arts Institute of Surikow in Moscow. She is a painter, writer, and illustrator who has won many awards and contributes regularly to Kuwait magazines and newspapers.
She has had solo exhibitions at Kinshasa, Zaire, 1978; Free Art Gallery, Kuwait, 1979; Dakar, Senegal, 1982; Ghadir Gallery, Kuwait, 1988; Montreux, Switzerland, 1989; Kiklos Gallery, 1991; Alpine Gallery, Kuwait, 1991; Athens College Theater, Athens, 1992.
Her selected group exhibitions include: Forces of Change: Artists of the Arab World, The National Museum of Women in the Arts, Washington, 1994; National Museum, Kuwait, 1992 (first prize); Contemporary Arab Art, Islamic Cultural Center, London, 1989; International Festival of Children's Illustration, Czechoslovakia, 1989; and International Festival for Formative Arts, Baghdad, Iraq, 1988.
