Bhargava was born in Shimla in Himachal Pradesh, India. She studied at the Arts Students League of New York, received a diploma in Fine Arts from the Government College of Art, Calcutta, and studied photography at Chitrabani, Calcutta. Survival in an increasingly pressured society in transition, with its multi-layered complexities, contradictions, and the resultant changing values, is the matrix on which Bhargava's works are based. Using primarily figurative imagery, her themes, sometimes metaphoric or allegoric in concept, develop through a combination of ideas into a series of paintings, drawings, and mixed media works.
