Khemir was born in Tunisia. She graduated from the University of Tunis with a BA in English Literature in 1983. She received her MA in 1986 and her Ph.D. in 1990 from London University, School of Oriental and African Studies. Khemir teaches in England and the United States, and has lectured extensively on Islamic art throughout Europe.

Khemir authored Waiting in the Future for the Past to Come (1993) and contributed essays to the cataloque Al-Andalus: Islamic Arts of Spain (1992) for the Metropolitan Museum of Art. She has illustrated books and designed book covers. She has also been active in cinema and television in France and England. Her works are in private collections in England.
