Born in Cairo, Egypt, Madkour studied economics and political science at Cairo University. She received a diploma in management and a Master's Degree in Political Economy from the American University in Cairo.

In 1981 she turned her attention to the arts, studying informally in Egypt and Italy. She has participated extensively in group shows in Egypt and abroad and is a member of the Syndicate of Plastic Arts; the Friends of Art; and the Cairo Atelier. She published Women and Art in Egypt (1989) and her work is in the collections of several museums in the Middle East.

Her selected solo exhibitions include: Forces of Change: Artists of the Arab World, The National Museum of Women in the Arts, Washington, DC, 1994; Akhnaton Gallery, Cairo, Egypt, 1992, 1990, 1988, 1986, and 1983; Alexandria Atelier, Alexandria, Egypt, 1991; The Egyptian Cultural Center, Paris, France; The American Cultural Center, Cairo, Egypt; and Morgan State University, Baltimore, Maryland.
