Born in Beirut, Lebanon to Armenian parents, Manoukian studied at the Barking College of Technology in London and received a Master's Degree from the Academy of Fine Arts in Rome. She is the author of Lebanese Children and the War (1976), and is the recipient of several awards and substantial media coverage. Manoukian has had a distinguished career and her work can be found in many international corporate and private collections.

Her selected solo exhibitions include: The Practical Use of Desire, Sherry Frumkin Gallery, Santa Monica, California, 1992; Balancing Imbalances, Gallery Casa Sin Nombre, Santa Fe, New Mexico, 1990; and Institut Goethe, Beirut, Lebanon, 1971.

Her selected group exhibitions include: Forces of Change: Artists of the Arab World, The National Museum of Women in the Arts, Washington, DC, 1994; Contemporary Portraits, Art Space Gallery, Los Angeles, 1991; The Artist's View: Two Hundred Years of Lebanese Painting, Musée de l'Institut du Monde Arabe, Paris, 1989; and Fine Arts Academy of Rome, 1966.
