Noursi was born and raised in Amman, Jordan. From 1952 to '55 she took private art tutoring from George Aleef in Amman. Then from 1956 to '59 she studied under Armando Pron at the Art Institute in Amman. From 1959 to '62 she attended the American University of Beirut in Beirut, Lebanon, and in 1960 the Academy of Pietro Vannucci in Perugia, Italy. She earned a BA in Philosophy from the University of Iowa, Iowa City, in 1963. From 1971 to '73 Noursi studied at the Corcoran School of Art in Washington, DC. In 1980 she received her MFA from the American University in Washington, DC.
