Steiner received her Certificate in Fine Arts from Cooper Union, New York; her BS in Art Education from New York University; and her MS in Art Education from Pratt Institute, Brooklyn, New York. She creates "soft werks" on old clothing, cloth dolls, samplers, and table clothes using the theme "wimmin's werk iz never done."

She is a member of Graphic Eye Gallery, Port Washington, New York, Women's Caucus for Art, and the National Association of Women Artists. Steiner has had press reviews in the New York Times, Newsday, and local press by various art critics and art collectors. Her work is in the collection of the Unitarian Church, Shelter Rock Road, Manhasset, New York.
