Tamari was born in Jerusalem. She graduated from the Beirut College for Women, Lebanon in 1966. She specialized in ceramics at the Instituto Statale per la Ceramica in Florence, Italy in 1972. She received a Master's of Philosophy in Islamic Art and Architecture from Oxford University in 1984.
Currently, Tamari is a lecturer at Birzeit University and works in her studio in Ramalla, Palestine. She is co-author of Palestinian Village Home, published in association with the British Museum in London, and has written several specialized articles on Islamic ceramics and the art movement in the Occupied Territories.
Tamari has had solo exhibitions in Ramallah, Palestine, 1971 and '81; and Jerusalem, 1974.
